GigatR00n Server: Enable housing?

Hi. Thanks for any help ahead of time.

I have one of (of the only) gigatr00n server. I don't have the client number with me but I assume if there's a process at all it will be uniform across all eligible versions.

I have edited the housing config file to change some of the default prices but the game won't let anyone actually bid on a house. No idea if I'm just missing a toggle or something but I'm wondering if anyone else has ran into this or knows how to enable housing or if it's even possible? It would be nice to be able to enable housing and edit things so that there aren't large wait times for auctions.
