HELP - Remodel items doesnt work

When ever i try remodel an object it doesnt owrk, says "You must be at least level 10" and ofc my character is way above that, tried several objects and different clothing, but it just wont let me nor weapons or armor and i cant find anywhere in the config files something related to remodelling, anyone can help please?

I think it's a bug. Let try level 20. my server has the same problem with level 10, but when I have level 20. I can remodel.
