Simple xml bug.
teleport npc id -> npc_teleporter.xml -> portal_template2.xml or portal_loc.xml -> fixed :)

Check in ...data\static_data\teleport_location. Should be like this - <teleloc_template loc_id="249" mapid="600060000" name="Hadrianerk's Field Office" name_id="403826"/>
