How to use this command?

It's in the source code. I tried the command and it didn't work, I assume it's bugged, it might also be because I'm not at the level required for the quest but I'm pretty sure this command should allow you to start any quest from any level. This command will require some modifications to use it properly if it is in fact bugged.
