aion 3.9 server that you try to run - will not run with your installed Java 1.8.0.31 version
=>try same server but install java jdk-7u60
=>and not forget to check that you set correctly system variable for java(can be easy found using google search)

or

=>check that you set up all server config correctly

P.S. advice for future => if you adding screen with error in console => scroll log up to be able to see error message beginning not the end
because there will be answer why this error exist
from you added screen can see only error log message end

with your english everything is ok can understand you just not telling all info

will try to help by describing possible reason of your error

=>do you start game client via bat file? or just run client ?
if just run client - then try to run game client via bat file with setting up server ip
example for bat file:

echo Starting Aion ...

start bin32\aion.bin -ip:127.0.0.1 -port:2106 -cc:1 -lang:enu -noweb -nowebshop -nokicks -ncg -noauthgg -ls -charnamemenu -ingameshop

=>login and pass are same that you was entering when was registering account on Your server

=>try just simple create new one account or change account password - can use info from this post:

if server version is 4.3 then somewhere was how to fix
for temporal fix can just manually edit you account data in db :
=>open db for editing via navicat
=>open LS db
=>open account_data
=>edit your data: name and password
P.S. password is saved in pass hash - to make it can use this soft

so, to make it possible to help you - please describe do you receive some error message when you trying to get inside game server?
is there some errors in GS(game server) and LS(login server) cmd log?
