It's possible to change the success rate of manastones, seeming as it has a low probability of succeeding, and if so, which files do you change.

I was also wondering if anyone knows how to get godstones to work as it seems to work on some servers and on others, it doesn't work.

i think you can... go in your Aion Server\gameserver\config\main and select "enchants" i think there it is:)
