Rift configuration

Hi all,
i just try to understand and make modifications on rift configuration :
Actually, all rifts are open for all players, level 1 at 60. If i have a good memory, on Official it's not the same.
So, is someone can help me for change level access on rift please? I look inside rift_schedule.xml but i don"t understand the value like this :

<open schedule="0 0 1 ? * SAT" spawn="true"/>

What's value : 0 0 1 ? * ?

So it's not the good way for level configuration of rift :/ Maybe it"s on Core?
Nobody look for that? Can you help me please?
