Stigma Slots!

Guys i'm having trouble with my stigma slots i'm making one server PVE.... people will level up do the stigma quest... with quest leveling a normal char i can open the normal stigmas but i cant open the greater u guys know the reason?? i want all stigmas slots open for free... not skill learn because with skill learn player will get the 2 stigmas builds

i want them to make one build and get free stigma slots
