weblink in chat?

hi, i found a thread in the internet about weblinks in the aionchat.
in the chatlog stand this:

[web:http://www.youtube.de/watch?v=FLd39yv1EOE;3333333333333333333334=]

can anyone tell me how this work? the problem are the numbers at the end.
and where the hell I can find such commands? i only know the gm commands but where are this commands?
