This could also give said guild a chance to farm a ton out of said boss. So when cap is raised.. They all have best weapon from last boss. This guild can now shit on the new world boss, an let the cycle begin.
I think a item level, and inspect character feature should be added.
Along with transmogrification. Those are my favorite things in wow. & I've played since BC launch.

In terra, after just a few people capped.. D.I.C.E & Rame..some shit I don't care about took over. So I quit. I had that problem in terra v1. Cho was nice, but sharp raiders f**ked people for raiding them selfs. Sure they had good prices, but we never got to play.
Final suggestion.
Guild Levels.
Although these could make thus guilds that take over even bigger. I don't know.. You guys are the only custom server, so I only throw suggestions at people who actually dev.

We are adding some skill factor in. It won't be just buy charms, get godly drops and win. There is now some skill factor involved. Of course tho, with any game, the best players will be the best. Thats just how it is. But there are prevention measures to make it less likely that one guild will rule the server.
Not to mention Guild Instances, that always helps.
As for guild levels, already in the server. I can't give details yet tho.

I like the part where you mentioned adding skill to bosses/raiding
Pretty much every boss in Fiesta is like you said, charm up and kill.
Adding bosses that have stuff like Chimera has, running into the protected force field area are really good ways to make the boss more than just simply attacking it.
Or, making the boss spawn mobs every quarter health for example that make it so if you do not kill these mobs, you are going to get wiped.
That makes more room for more diverse guilds and setups, other than a DD party and a knight with a few clerics.

Oh the beauty, the limitless freedom to change things that were once unchangeable, mix that in with a little reverse engineering and there's quote a potent mix.
