Okay I will bite... What tool do I need to edit thees?

Not the .shn ones XD Should of stated the .dat ones in the
client\ressystem\AbState

Try with any text editors like : Noptepad,Word,Notepad lite,Notepad++
-File View or Opener
Or Csharp's action reader

Text editors bring up gibberish nothing but a few readable lines( if that)

C#'s Action reader encounters an error and wants to close and displays nothing

Tried to hex edit it got nothing more but about the same info as the txt editor

I tryed with Win default encode-No
Ms-Dos encoding-No

So either I'm stupid ( witch may be the case )

not many (if anyone) has found out how to edit these?

They were used before I believe. If you ever downloaded the oldest fiesta client, the files were in .dat format, I'm guessing they used a .dat for every abstate.
