Abstate/SubAbstates

So I know you can't go over 411 for Abstataindex but a couple questions.

1) If i delete some abstates say #200-210 and make new abstates with those numbers along with subabstates will it work or is it written into the zones as that specific abstate name that you have to use that name.

2) Is there a file somewhere that tells you what the Type and SubType on the SubAbStates mean and where you can look to find out what each number on ActionIndex actually does? or is it all trial and error?

I tried looking around but no luck and yea I do test them myself but somehow some works when i exchange the abstates and some doesn't.

Anyone who has done more testing than I have and have a clue feel free to help. Thanks
