Look at the upgrade shn files: AccUpgrade.shn (for accessory) and ItemUpgrade.shn (for items).

right the column of the ItemInfo.shn has a section for enhancements and the max limit of +10 to +11 you might consider Karis also. I will show you the columns that you require to modify.
UpLimit ~ change to 11 to make it +11 enabled
UpSucRatio / UpLuckRatio ~ 10 = 1% so to make it easier not to break you would have 1000 in them.

Don't enhance any item to +13 strangely enough it will boot people out you can however put the 11 in instead leave it as is but +1 on the enhancement number for Karis that is all. UpLimit = 11
As i've located my original server files ones where i increased karis to 11 i can release the item info and the item info server if you would like that as a guide.
