Changing GM commands or Levels

i just want to know like the topic suggests where the commands are for GM's i know they have to link to server and client files, just wanting to know where, so i can modify them and the admin level required to use them. If you know how please tell me - many thanks.

Pretty sure as far as anyone here knows it is not possible to create new commands or change the admin level required to use them unless you use HK/Victus files (Only allows you to change the required level.)
