It might be IIS blocking your access to port 80.

Stop IIS From Using Port 80

That guide should at least help you make port 80 available and if I'm wrong you can work from there.

Yo can use this little software to scan ur ports. TCP VIEW

It will also show the process name that has the port opened and will let you terminate it. The program will also show newly-connected ports in green, while closing ports will be colored in red.
