help with launcher/ iis

i am running marschlu launcher I have uploaded the files to wwwroot I have everything setup to the best of my knowledge but when I run the launcher I get an error : no connection could be made actively refused... im stuck af

Did you made something correct with the tuto ? Chec something wrong in the your configs and try it again.. Use xamp or wamp its wors perfect .. The ports is running ? Change the defalt port to your .,, its cause issus if you dont change for example skype and anothers applications uses by defalt port 80. Check it..
