How to Cancel Animation

So as title says, how would i go about canceling animations on skills, ive seen people on private servers using their skills supper fast when i asked some said it was some changed they've made to their skill files with nifescope, i got nifescope and tried to mess around with some files changing the the finish time but that doesnt seem be it. So if someone can please point me in the right direction(i am trying to learn u dont have to spoon feed me, since im stuck just give me lil hint )
