For Fiesta no it wouldn't work you need at least 6gbs of ram. That is bare min just to run the server. You will have heavy lag with 6gbs of ram, recommended amount is 16gbs of ram for Fiesta. Most of us have 32gbs of ram for Fiesta.

Well it matters if you will be releasing your server to the open if you are then no you would need more ram on your computer but if the server is for you and a couple of friends to mess around with then yes you could but you could prolly only open 1 or 2 of the world servers if you need any help add me on skype : dizzy69.
