[NA] Character Creation Error: Name is in use

I'm working with an Odin server and Apollo client which were working perfectly until recently. When I try to create a new character it always tells me name is in use. I was able to create my first character just fine when I first setup the files. But all of a sudden I'm unable to create a new character due to this error.

1. This isn't CN, it's NA
2. Logs exist for a reason, check character logs.

I remember this being an issue in the 2008 files, but I never experienced it on Odin/dusk. It was caused due to a faulty stored procedure, but there is a released script fix somewhere for it. Look into that, it might be the same reason.
