You should redownload another release and reinstall the server.
It is posible to include the maps manually, you only need the map files, and add them on the field.txt and the map shn's, also in the blockinfo (server side).

Some maps like uruga dont work for me too, because my zone 0 is bugged, but a little trick is to change the "Piesta" Column in the field.txt and write 1 or 2. This changes the zone and fix the problem.

The most used fiesta server files are the 2009 ones. Here, there are no lvl 100 skills, no joker and most of the gamigo/outspark/hunterkingdom things are missing. But you can put the weapons, armors, maps and mobs from the other fiestas!
