Odin Rest server service suddenly wont work

So i have tried and tried all the different solutions that i have seen on every possible thread and now im just clueless i will post a pic of the error:

Also i have not installed skype and i created inbound and outbound rules/ turned the firewall off and dont have xammp.

Check if "SQL Server Reporting Services" and/or "World Wide Web Publishing Service" is turned on. If they are, turn them off and try again. You can also change the WWWPS port to 8080 if you use IIS.

haha. theres a way to do this without turning those off. Hint, Create a adapter ~~~
