Disable firewall, stop Apache, stop Sql Server Reporting Services and stop Skype from using port 80.
how i do stop apache, and sql reporting services?, and to stop skype i just close skype rite?
Open Services.msc and stop them. Skype on the otherhand doesn't have a service. You can either close it or permanently prevent it from using port 80 by going to Tools > Options > Advanced > Connection > Uncheck the "Use port 80 and 443 as an alternatives for incoming connections" option.
Note: If you choose to just close Skype, make sure you actually end it, not just close it. End it by right clicking the Skype icon in your system tray and click on End Skype.

your firewall wont stop the rest server from running. the rest server runs on local host, therefore has no need for an outside connection. you have something using port 80 send a pic with the complete list of used ports the pic u sent earlier has around 10 things missing off of it.

Could also be your World Wide Web Services service.
ok your port 80 is in use u need to figure out what service is using port 80. 0.0.0.0 is also a form of localhost therefore the rest server cannot run.
EDIT: open task manager goto processes find process id 4 and that will be the one using port 80 u need to stop that service
