If you mean the lv you can enter? go to the npc.txt find the portal and look for the current numbers representing the cap and change it.

Copy them from somewhere that does work or study the shns to fix them yourself.

Add Chimera to the droptables/groups.txt with the names of the drops.

Anyway, if he is taking normal skills not custom ones I wouldn't really call it leeching.
Copying fixes from someone else is leeching. Someone took the time and trouble to analyze the problem and fix it. He should do the work himself.
run a private server is leeching so who cares ?
