Any way you can use the tools in this post to open and edit SHNs:
NvrGnaStp - [Release]Fiesta Dev Tool Bundle v2.

Just look for the SHN Editor you like, open the executable of them, open the .SHN files into your Server or Client side (for server is the "Shine" folder into "9Data" or "_CONF" folder, for client is into "ressystem" folder), anyway if you want to edit the ITEM data you should to edit both sides, Server and Client, because if not, your server will not work properly, the next files are what have the data:

• ItemDismantle.shn
• ItemInfo.shn
• ItemShop.shn
• ItemShopView.shn
  ....
  All files what have "Item" word and too....
• WeaponAttrib.shn
  ..."Weapon" word.
