Server is full please try again later

I have a problem, I created a server and when I log in, I display "Offline Server, please try again later" and the server population is "HIGH"

I searched a bit, it would apparently related to Windows 8 (I'm on Windows 8.1), but I installed Sql server 2008 r2 but it does not work, do you have a solution to address this problem? That's also what it shows me in the logs:
