Server start issues(2008 files)

Helping a friend set up a server of his own, doing it exactly as I did mine but Im running into an issue the services and I believe its related to the ODBC
After setting it all up and editing the config.txt when I go to run Account (or any other for that matter) I dont get the SERVICE UPLOAD ONLY OK message and if I check the debug there isnt much to go on

Service Start ( No Parameter ) normally means that the files were moved.
Run CMD as admin and type "sc delete ServiceName"
Servicename being the name that appears in the service properties.

Then rerun them and don't move the files
