Not in a database. ChargedEffect.shn, it goes by hours so if you want it to last a week, then you'll want to type in 168, a month is 730 or something, etc.

On another note, yes as stated twice, it is ChargedEffect.shn, thank you for the detailed response Plexus.
If you mean to change an existing items time limit it is managed under the Character database, as for which table I am not 100% sure which, some possibilities may be one of the tCharacter tables or tItemOptions
