Skin percentage glitch

Hey guys, I made a server and added some skins but what I noticed is that whenever I use the skin, it doesn't add the 15% damage that I made them have. Idk how to fix this I hope someone can help me out here.

Make sure you adding it to the right place. ItemInfo.shn. In the WCRate and the MARate columns, 15% should be 1150.

Did u set up charged effect correctly? (Copy another skins line?)

change effect is for changing the time it expires and the dura it has on it. I just made them with percentages not dura
