Suit Questions

I noticed that every server that comes out all have the exact same files as other servers (Some have 10-15 custom suits) But for the most part they all have the exact same suits that are not in Odin files :L How do they get it? (I know its dumb questions but im just wondering)

2nd question
I tried making a new suits, I made its entry in the Itemviewinfo,Iteminfo and etc.
And I was able to create it in game however it doesnt let me change the looks of it when I try linking it
what am I missing?

Maybe because they were released on gamigo and the people from those servers added it to theirs...?
