says cannot use the item yet,or, you cannot use this.

Your character is probably missing one of the default skills.

Check your defaultcharacterdata.txt you might be missing something I know mine has it set to where characters start with a use silver wing skill...
looks like this
Skill 1, 29200, ;Use Silver Wing

skill is a defining object (Skill, Item, Character) 1 is the class number in this case the starting fighter class. 29200 being the skill its self (action, passive and what not in this case its invisible) and ;Use Silver Wing is the description and ; makes it a note so it shouldnt affect anything more for personal reference.
