Win Server 08 R2 & port forwarding

So I have setup my server using WinServer08R2 (standard)
Using CN2012/HK files.

I had it setup on Windows 7, everything worked great.
Wanted to switch to WinServer due to better web management.

I set everything up, all works.
Only issue is, no one that is on my 192.168.x.x ip cannot connect.
The weird thing, is people can connect to the website on the same server, register page works and all. My patcher how ever, throws an issue saying it can't find its .../Login/list.txt
When I sent the link to list.txt to people on different IP, they see it fine, just the launcher/patcher doesn't.

Another thing, says people on external IP cannot reach world server.
Me being on local I use a HK client that goes to 192.168.x.x , I cannot use my external IP for my website or client.

So I believe its something with my portforwarding, but it worked so smoothly with windows 7.

Am I missing something with windows server 2008 R2?
When I pay for a Dedicated Server host that uses 08R2, I never have issues but this is a spare computer I am using in my own home.
