Today I suggest adding a system, that when u get a rep, u get a notfication so you know that you have received a rep. Also a something like you can disable/enable the notfications :)

Yep, And its not a hard thing I think. And with a disbale/enable feature it wont hurt anyone :D
Just check the settings page, it's not hard ;) You just want this so you can be lazy and not check :)

reason why rep system died so fast, if someone derep you you will insta derep him too for no reason, if the user who dereped you had valid reasons for doing so.

The rep system proved to be a "bad idea". It has remained because it was "unfair" to remove all rep from everyone. However, it used to have more features than it does, and is generally considered "depreciated".
In other words, "the powers that be" would like to remove it, but can't do so fairly just yet. They hope it will die of it's own accord if neglected.
I doubt this suggestion will carry any weight with them.
Personally, I'm on the fence. I've just started to understand how to use rep and where it may be beneficial. The existing system is much easier to "abuse" (derp) than it is to use "correctly", so maybe it should just die. OTOH, some system of community reputation is a good idea. When looking at available vB mods (you haven't suggested one, which is also a critical starting point in getting a new forum feature considered) there are very few that would be hard to abuse, and none that would have a real benefit to a community like this one. (not that I've seen)
The "Like" system is still abusable and not very "feature rich". However, it is still better than the Rep Power in that it gives an indication of what content you provide is appreciated (thus encouraging more of the same) and can be used to reduce "Thanks" posts which flood threads and say nothing. ^_^
Only mod/staff should be able to rep! :D
Rep is something to show if that guy is trusted or so
If I see someone with a bad rep (red color) I wont rlly download something from him or so. It may be a virus or something like that.

I think MOD's can do something better with they time then REPing people. Also it takes alot of REP to get more than one bar.
