Mod apps closed ages ago. Just because Kal returned and the Merchant section has opened isn't an instant reopening of mod apps. If anything the seniors will probably go through the other apps from when the mod apps were open and pick someone from there.
Being a mod is overrated most people want it for popularity more than anything
