My services include website design + development, full set-ups of websites, forums set-ups, voting scripts, donation scripts, highscores and even RSPS related services. I've been a qualified website developer for a little over 7 years now. Some may ask why are you here at the age of 23 ? Simply because it makes a little more money on top of my business. How it works;
Any customer who wishes to purchase a service from me will always pay upfront, due to recent scam attempts and chargeback attempts I will be protecting my selling to a very high standard.

Refunds: Accepted refunds can take up to 72 hours to process.

I could agree with you more at this point, I've filed up a case in paypal and provide evidences this guy might be a fraud.

He promised in 2 weeks, that he will make some progress, I requested progress show up so i can feel "safe" that's he's not a scam or fraud.
Apparently I was patient enough to trust someone like that.

Regardless, you should open a paypal case and file it up as fraud, you won't regret it.

Two customers are effected by one seller paypal will consider him as a fraud bastard.

A side on notes to moderators don't close, remove this link I am take it as evidence of this fraud, hope he end up in jail.

We've been feed up with these frauds enough, we should catch one by one, victims will be always me or you and keep in mind this going be taken seriously, since I personally have a lawyer reviewing this person business act of fraud at this case also review his respond in paypal.

50% "done", promised date 2 weeks which it will be done, I gave a bit more of time and no respond from him which obviously anyone can consider that person is a fraud, payment sent since Aug 21, 2015, right now at my time it's 8th of September 2015.

Regardless if he pointed out he's busy or not, it's duty of seller to respond to buyer, otherwise trustworthy not going happen, filed up a paypal case and going file up documents to my bank to provide more evidences this guy is a big fraud.

Also it's duty to any seller show progression, demo or live demo that's of what they are working on their services.
Plus I've had purchased other websites smoothly from other people, didn't end up as shitty as this one fishy guy, I've tried to see if this guy mean business or another bullshitter.

Apparently he's just a bullshitter.

I don't care if he's not, what lead to this himself only, also once i saw @mudreamworld pointing out i lost my patient about this seller.

Regardless these evidences going use against him or not, I am getting my 310$ back.

@MentaL the decision from paypal was in his favor which I did appeal again from this date against him with video as evidences, I kind want you to give his info/ip to cyber crime or his law enforcement and I hope you banned him for scam and giving paypal a false claims about his service and he did scam me and the guy above.

I gave paypal this link to review it.

I hope they make the right decision this time.

@MentaL alright paypal did made their mind up to my favor this time, special thanks to customer support phone call which i've did provide a full pdf file explaining everything with 3 parts videos to see how this guy being a scam. Apparently he photo shopped his skype to show that he sent files etc that's why it went in his favor at first
@mudreamworld make a video that he did scam you and open a case again against @rizla and you will get 100 Euro back.

So apparently screenshots these days are not worth it, since people will just photoshop it for future references i will make VIDEOS against any seller being like @rizla
