[Release] Partial working Tool for Pads (sma editor)

Hello,
its an unfinished project - use help buttons to see how it works.
Tool will make you able to land on the new pad , you ahve source so you can modify it to make supply shops work. It needs some mods i dont finished it because i have better tool for sma. Thanks to St3althAng3l (srry if i wrote that wrong) for sharing reader source, i added saver.

My version, it's really old and i don't care about it anymore, it's still bugged because 1 byte is moved in some sma files, but it should import some padmaps to get it working
