well its not a tool its done through phpmyadmin which is also where all the accounts are stored

to access phpmyadmin u use 192.168.1.--/phpmyadmin (whatever your servers ip is) then u go in to zx - users - look up the account id (we will say its 160)
go to the SQL tab at the top

and put

call addGM (160,1)

and bam the account is gm

I wouldn't recommend using M$SQL, it's basically mixing Linux and Windows, which, in my experience, isn't a good idea. Switch to MySQL and do as said above.
