Translate Aipolicy?

So, I know that the files Aipolicy.data comes as chinese in original, and we just need to put the client aipolicy on server-side to make it english. But what if I want to change something there? I'm trying to translate it to another language (Portuguese), but every aipolicy.data that I open is chinese... Even the english one has only chinese texts on it =/

I have exported the texts in the file to see, and everything is chinese. But in-game is english.

I really can't understand where the english texts are now '-' Anyone knows?


Edited: Tha Aipolidy.data with english texts was in the gamed/config folder. Fixed.
