Files needing translating

Interface.pck > *.htf Text for popup when you hover over something
Interface.pck > *.stf Text for menu and the interface
Elements.data > text for all weapon, npc, items names
Tasks.data > text for all quest
configs.pck > item_ext_desc.txt > text for all items descriptions
configs.pck > item_desc.txt > text for stat descriptions
configs.pck > all .txt files need to be translated
surfaces.pck > main directory *.dds are the loading screens
surfaces.pck > button > *.tga loading menu buttons
surfaces.pck > loginworld > *.dds backgrounds for login
surfaces.pck > maploading > *.dds background loading screen for each map
surfaces.pck > midmaps > *.dds mini maps for each map
surfaces.pck > worldmaps > *.dds bigger versions of the mini maps world maps
surfaces.pck > extra > more buttons for the menu
element > maps > z1 > precint.clt for client precinst.sev for server - quick coordinate text, area names, also controls teleport between maps and zones and portals and list all the npc spawns

Winpck 3.11- to open and extract pck files
paint.net - used to edit *.tga and *.dds files
winmerge - used to compare extracted files if you already have a higher version of client translated
jade dynasty multi editor 0.40 by wrenchid for editing Elements.data, Gshop.data, tasks.data

Interface translations depend on game version. Later versions focus only on .xml (<Hint String=""/>) files - except ingame.stf, this one has most stuff. You've also missed Interfaces/Script *.lua and GFX/textures.
