I'm just going to make this clear before anything else I say, this program is not made by me, but by Lord_Ralex, an Administrator on Minecraft Forums.

HOW TO USE
===============================================
Open up the program, fill in/edit the details to your desire. Click the Plugins tab near the top of the program, and check the plugins you would like pre-installed onto your server.

The program downloads the latest plugins, so there's no need to worry about outdated plugins needing to be updated.

Click the next tab, browse for the folder you want to run your server from (where all the files, plugins etc. will be installed).

Click 'Create My Server!', and you're done.

It is, my friend.
Although the program downloads the latest recommended build.
Once the files have downloaded, delete craftbukkit.jar. Download the 1.4.6 beta build (Use at your own risk!), rename to craftbukkit.jar and drag it into the folder you just deleted the original craftbukkit.jar from.

umm, when i click the download link it says: cannot connect to localhost :(
