For items, open propItem.txt (or Spec_Item.txt, whichever one you're using), preferably in excel, and look for a dwSkillReady column. The cd time is in milliseconds so for example if you wanted a scroll to have a cd of 3 seconds, you'd put 3000.
For skills, you want to be looking at propSkill.txt. The rest is the same as with items.
