DB Login Connect Failed

Hello, guys. I searched everywhere for this solution. On Ragezone, google, etc. I can't get any of my databases to connect to my server. Whenever I start the account server, it says 'DB LOGIN CONNECT FAILED'. Anyone got a solution? Here's my DB by the way.
