Does Servers Not Run On 64-bit OS?

I keep getting this no matter what i do

My Problem
When trying to start the Account.exe it keeps telling me this

but i have it setup 100% the same way on my other comp but its using Windows XP and this comp is running Windows 7 64-bit. could there be something different? ive tried it just leaving everything how it was except changing the db name and i dont get it lol
the db name is name-PC right? mine doesnt have the /SQLEXPRESS or w\e

it was 1 of 2 things...

1st i added the login\log01\character01\ranking to the User DNS aswell as the System DSN or w\e instead of just the system one..

2nd i went to properties of all of them and clicked on the Compatability tab and made them run in Windows XP (Service Pack3)

but they are up.. im just having problems with getting a client cuz when i copy\paste the Eflyff file to my desktop even if i change the ip in the nuez it keeps trying to join the freakin Eflyff server and telling me the nGuard is not working or w\e lol

You're not using the right neuz.exe. You have to overwrite the eflyff one with Serus' Neuz

ok my last 2 prolems hopefully u can help me solve them..

1st when im at the char login screen it wont go into the world it just stops there..

2nd what all ip's do i need to change for hamachi
