It's ISC most likely. If it's your server, then just simply restart it. If it's someone elses server, then tell the server owner to restart or just wait until it'll crash and get restarted.

Its mine but how do u re-start it if you use server re-starter then Ive used it already

if youre using the server restarter just close the Login console window and it will crash the other 2 and restart them

Bullshit. This also happens when too many players are online, since Caali's files are unstable. If 20 people+ are online, then it'll most likely start to lag. At an user count of 35+ the most of logins won't work anymore. And if it's over that, then the server will lag extremely, and the most people will disconnect.

I think it cannot access the world try to look the configs if the IP's are the same and try to look at the port if it is 15400 XD
