Making a website is a combination of PHP/HTML/CSS/SQL languages.
To make it online you need to have a web hosting program like apache, wamp or xampp.

@dudekill: Apache is part of the XAMPP/WAMP suite. XAMPP/WAMP are not standalone programs, they are packages that contain apache, mysql, php, perl and more. It is just an easy way to set up a complete webserver.
Apache it self is the webserver, mysql takes care of the database, phpmyadmid is an interface for mysql, php is a scripting language, perl is also a programming language.

On topic: Download XAMPP, install it, put your files in htdocs and open port 80. Then by accessing your ip address people can see the website.

Im using Wamp and i also port forward but when i type my ip it direct me to my provider

I know xampp contains apache and mysql and what not but i don't prefer it as it is only good for development purpose, otherwise i do not recommend anyone to use it for production purpose.
