[Help] Shops, Chars, and buff site

Well I open new server and I have 3 problems:

1. After you open account you can't open character, What should I do to fix it???

2. I want to change something in my stors and when I use "NPCShopEditor" it's send me those problems:

Zugriffsvletzung bei Adresse 004CD5F5 in modul 'NPCShopEditor.exe' Lesen von Adresse 00000004

What can I do to fix it and put more CS in my stors and DEL other things???

3. I saw in lot of server that they have site and in this site you can change your job get buffs and restart you potion, How can I make site like this too???
