Have you ever thought about turning the bones into bvh format? The thought had occurred to me once but at the time (like stated above) I didn't have the skills I have now in terms of understanding the o3d format and such.
... Why not fbx ? fbx can be used by lots of 3d software :)
If I'm right fbx can hold bones/animations

I'd recommend making a converter over that method any day, I've even heard the ones who are supposedly good at setting bones in the converters released saying it's a dreadful process.

Yes you are correct about the fbx but not many people can convert straight from chr/ani to fbx being it proprietary to Autodesk.

    What would you suggest?

I extracted the data for the bones, the rotation, and animations. It was not hard but it took a while. Anyway, getting that into 3dsmax or even blender is not easy. I hate coding in python so blender may be out. Its either Maya or 3dsmax. I'm still trying to figure out the best way to go about it. I've looked into some basic formats, like kf (oblivion/fallout), and the ase format. I even researched Collada/dae format but that is one complex and supposed universal format.

the best advice I can give you is either making an importer strait into the 3d editor of choice, or converting it into a file format as similar as possible

if you wanted to do 3ds max they happen to have a sdk as far as I know for 2010

Autodesk - Developer Center - Autodesk 3ds Max

however you will need to get it through whatever sources that may be needed as it's included in the installation cd
