but when others type my hamachiip/register.php it doesnt work .
event they already joined my networks :(

Maybe you should try to make registration an index site? Did they try to type only your hamachi IP without /register.php? I used to make a registration site with Xampp for private server for another game, and there you only had to copy/paste the hamachi ip, without any subsites...

Cause they must be connected to hamachi and the network must be online for the page to work , use Apache in the future.
Why do you not use wamp ???
Make sure your firewall is allowing connections to port 80

Lies, you just have to get a Dynamic DNS (DDNS) name. go to DynDNS.com - Free Domain Name, Managed DNS, Email Services and look at the free hostname options they offer
try to have the people on your hamachi network ping your hamachi ip. Tell them to do the following:
open cmd.exe, then type in "ping hamachi_address:80" (without the quotes, where hamachi_address is your hamachi ip) and press enter.
If they get a "request timed out" message, the problem is with hamachi or your port 80 still needs to be forwarded. Otherwise, I'm not really sure at this point o.o

Nice tool, although that checks your external ip address, not the hamachi ip. The point of using hamachi is to establish connections without needing to use your external ip (since external ips are usually dynamic and thus change every so often).
Edit: Example of what I'm talking about: my ISP blocks port 80, but I've ran a server from that port before using hamachi and using a DDNS address (not both at the same time though, since that's just pointless).
back on topic: I had a friend a long time ago who never could get her website to work from her computer no matter what she did. You could just be unlucky like her. Hopefully not though =/
