How to change Penya Rate... again?

I used the Penya Rate Changer to up my penya rate from 1 to 300. But every time I try putting it down to 75, the Penya rate stays the same.

x300 Penya is WAYYY to high. Aibats drop like 5mil, I don't want it that high. How can I fix the penya rate so its 75?

What about find the original files(if you are like me you might have it at .rar) and use penya rate changer on them? :P

The DropData folder? I was thinking about that, but I wasn't sure if it would work.
