Lord System Bug ~ No Voting Period

Escuse me erryone, just wanted to find out if anyone knows how to fix the lord system bug in which there is no voting period therefore the lord is selected entirely based on whoever voted first as no candidates would have votes. It seems like it could be a problem with an sql query, however I am not sure which query or how I would edit it in order for it to work. If you know how to fix this bug, please help me out.

Which Resources etc. is needed as well.

I'm using my own edited version of blessed source but nothing to do with the lord system was edited.
