This is because there is no matching text for that region. You've got to add it to your files.

Because it contains "WDMADRIGAL" you will need to open the wdMadrigal.txt.txt file in the World\WdMadrigal folder in your client. It might be in one of the *.res files. Then you should add a line for "IDS_WORLD_WDMADRIGAL_WDMADRIGAL_RGN_000058" and give it the text "Saint Morning\nSaint Hall"

I'm not sure why your map is lacking this but you might have to do it for multiple regions. Maybe you forgot to copy the wdMadrigal.txt.txt file or something.
